Samir has a multidisciplinary background with over 15 years of experience in engineering and project management. He has led diverse teams on projects, ensuring seamless integration of technical and managerial expertise. Samir is committed to building an organization with a collaborative culture that consistently provides strong value for clients and partners. His leadership style emphasizes innovation, strategic thinking, and a client-centric approach, fostering an environment where creativity and excellence thrive. Nikhil Damle

President

Nikhil is a licensed California attorney with extensive experience in advising public agencies and private companies on construction and finance matters. As the head of advisory services at Enterris Associates, he specializes in delivering creative and cost-effective solutions to complex challenges. With eight years in public works contracting and construction law, Nikhil has represented diverse entities and overseen the delivery of complex projects. His expertise includes risk mitigation, dispute avoidance, stakeholder engagement, and contract administration. Nikhil’s role as an owner’s representative involves managing pre-development agreements, coordinating inter-agency cooperation, and incorporating public input, ensuring project timelines and budgets are effectively managed.

Greg S. Campbell, PE

EVP, Aviation Practice Lead

Greg brings a wealth of knowledge and over 30 years of industry experience to Enterris Associates. He has managed all phases of projects and utilized all forms of project delivery, while establishing and managing program budgets. He most recently completed his public service career as the Chief Airports Engineer for Los Angeles World Airports running the Airports Development Group implementing the capital program at LAX and Van Nuys Airports. He is a strong team builder with a steadfast belief that it is the efforts of people that achieve project success.

Erin A. Hoy

EVP, Quality Management Practice Lead

President of PQM and a strategic leader with over 25 years of experience in quality program implementation, Erin specializes in improving project delivery standards for public infrastructure projects and leads Enterris’ quality oversight initiatives.

Kirsta Byers

VP, Operations

Kirsta Byers brings over 25 years of expertise in financial services and operational leadership, with a proven track record in project controls, project management, and accounting. As a leader, Kirsta is recognized for her ability to foster a culture of accountability and collaboration. She combines strategic vision with hands-on execution, ensuring operational excellence across complex initiatives. Her strengths include guiding cross-functional teams through change, building scalable processes, and aligning resources to achieve organizational goals.

Keivan Hassan, P.E., CQE, CWI

SVP, Quality Management

Keivan is a licensed Civil and certified System Engineer with over 20 years of experience in quality assurance and program management for large capital projects such as Oakland San Francisco Self Anchored Suspension Bridge, Coronado Bay Bridge, and LA Metro D line expansion Tunnels and Stations. He manages complex transit and transportation project oversight and serves as the contract manager on Metro’s Quality Management Oversight Program, ensuring compliance and oversight effectiveness.

Anh Case, P.E., CCM

SVP, Transportation Practice Lead

Anh Case brings over 27 years of transportation and structural expertise working on a variety of projects. Her extensive experience encompasses construction management, program and project management, quality assurance/quality control (QA/QC) inspection, scheduling, structural design, and client correspondence. Anh has held diverse roles working with agencies such as Caltrans, OCTA, POLB, Metrolink, and several city agencies. Anh is proficient in highway construction inspection, environmental compliance, and various industry-standard software.

Amir Zahlan, P.E.

Director of Business Development

Amir brings to Enterris Associates a dynamic blend of innovation and strategic acumen, honed through his extensive background in both technology and business development. With over 12 years of industry experience and having co-founded a construction technology company, Amir excels at integrating cutting-edge solutions with traditional business models to drive growth and operational excellence.

Timothy Stokes, MBA, PE

VP, Quality Management

Timothy Stokes is a seasoned program and project management professional with nearly 25 years of experience in the transportation industry. He specializes in applying requirements management and systems engineering techniques to improve program delivery, quality, and risk management on complex rail and highway infrastructure projects. Tim has led and supported large-scale programs involving design, construction, and requirements oversight, helping agencies clearly define, verify, and achieve project requirements. His work has supported major transportation clients including LA Metro, WMATA, RTD, CDOT, Sound Transit, MDOT, and MODOT.

Zafar Zef Alikhan

SVP, Advisory

Zafar “Zef” Alikhan serves as our Project Advisory Lead, bringing extensive expertise across Program Management, Planning, Environmental Services, and Climate & Resilience. He provides strategic guidance from early project concepts through implementation and delivery. Zef has played a pivotal role in advancing transit, transit-oriented development, and community investment initiatives in Denver, Southern California, Houston, Dallas, Salt Lake City, and Dubai. His leadership encompasses the technical, financial, and stakeholder engagement dimensions of complex, multi-faceted programs, ensuring integrated and transparent collaborations and outcomes.
