The ATMP Landside Improvements Project will deliver critical improvements to the roadways, streets, and thoroughfares in and around the Los Angeles International Airport Campus using a progressive design-build delivery model. The primary purpose of the ATMP Roadway Improvements is to improve the ground transportation systems at LAX.

As a sub-consultant to HDR, Enterris Associates provide project and construction management support services to LAWA, specifically Traffic Management, Quality Management, Project Management, and Advisory services to support program and construction management efforts.

This project currently delivers the design and construction services for utility relocations, demolition of existing facilities, roadway improvements, and other enabling infrastructure improvement projects and services for the independent projects and the Los Angeles International Airport ground access system to support the Landside Access Modernization Program (LAMP).

Division 20 Turnback Project

LOS ANGELES, CA | QUALITY MANAGEMENT SUPPORT SERVICES

Project Description

The project aims to accommodate increased service levels on the Metro Red and Purple Lines. To achieve this, Metro is planning facility improvements, including a widening of the heavy rail tunnel south of the US-101 freeway (Portal Widening) and a new turnback facility (Turnback Facility) in the Division 20 rail yard. With these improvements, new tracks and switches will allow for improved service times at Union Station and throughout the Metro Red/Purple Line system. Anser Advisory, the construction management (CM) consultant, hired Enterris to provide quality engineering, scheduling and office engineering services.

Responsibilities include:

  • Scheduling: Reviewing the contractor’s schedule for conformance to the contract specifications. and responding to any concerns from both the Metro team and the contractor within all aspects of the CPM (Critical Path Method) Schedule.
  • Office Engineering: Ensuring project documentation is processed accurately and maintaining efficient workflows, assisting with coordination of environmental, safety, and other discipline-specific inspections and surveys, scheduling and managing weekly construction meetings, and overseeing Construction Work Plan Reviews
  • Quality Engineering: Working closely with the CM team and Metro’s Sr. Leadership to assess the high-risk areas of the project to develop the scope of each audit, conducting quarterly audits, issuing corrective action requests as needed, and reviewing the Contractor’s responses to ensure they are acceptable in solving the issue identified.

I-10 Corridor Contract 1

ONTARIO, CA | CONTRACTORS’ QUALITY VALIDATION TEAM

Project Description

SBCTA’s Interstate 10 Corridor Project is comprised of three phases of improvements to benefit the movement of both people and goods on this facility that is important to both San Bernardino County residents and to the local and national economy. The Contract 1 Project is the first phase, stretching 10 miles from the Los Angeles County line to I-15, it consists of a single new lane combined with the existing HOV lane to provide two tolled express lanes in each direction as well as auxiliary lanes in selected locations.

The Enterris team is responsible for the development, implementation, and ongoing monitoring of the Design-Builder’s Project Quality Management Program through project close-out. This includes validating the quality of the overall construction activities of all lanes, bridges, walls supporting critical tolling systems. Our staff consists of the Quality Manager, Construction Quality Manager, Critical Activity Point Managers, Design Quality Manager and Quality Records Manager.

Our scope includes validating Contractor activities for compliance to contract requirements; Certifying submittals from the Designer, Contractor and TSP prior to going to SBCTA; Identifying critical activity points and coordinating with approvals of such points so work may progress; Coordinating pre-construction meetings with both the contractor and Toll System Provider (TSP) to ensure inspection activities are resourced appropriately; and Assuring materials, plans, specifications and records are compliant. Our team issues NCRs and Corrective Actions as needed, approves the NCR resolutions, monitors RFIs, analyzes data to proactively prevent non-compliances, provides procedural training Contractor staff, and collaborates daily with the Contractor, TSP, SBCTA, Caltrans, and other project stakeholders all in support of achieving project goals.

Metro Quality Management Consulting Contract

Project Description

Entrerris is assisting Metro’s Program Management Department with quality management consulting services as they deliver a capital program valued at approximately $18 billion over the next 10 years. With a significant budget and aggressive implementation schedule, the Enterris team is helping develop and implement a risk-based management oversight program to monitor Metro’s consultants’ and contractors’ activities and performance throughout project delivery. Monitoring activities include the implementation of management plans, as well as design and construction work products. The Quality Management System includes an Oversight Program for large alternative delivery projects providing Metro a more consistent, effective way for project teams to oversee and manage projects. The Oversight Program is a key component to Metro’s improved Quality Management System, which is in the process of seeking ISO 9001: 2015 registration.

The Oversight Program approach can be utilized by Metro in areas in addition to quality, it can be used in any business area that has requirements, processes, and deliverables, both for internal and external stakeholders. The breadth of the Oversight Program spans across design, environmental, construction, project management, construction management, project controls, materials testing, and safety. The Enterris team works closely with the Quality Management Department, Project teams, and various departments on continuous improvement. Current Projects implementing the Oversight Program include Westside Purple Line Extensions 2 and 3, Airport Metro Connector, Sepulveda PDA, G-Line, East San Fernando Valley, North Hollywood BRT and LINK US.

Caltrans Quality Assurance and Source Inspection – Statewide (Contract 59A1185)

LOS ANGELES | QUALITY ASSURANCE/ SOURCE INSPECTION

Project Description

The California Department of Transportation (Caltrans) Materials Engineering and Testing Services (METS) is responsible for Quality Assurance (QA) and source inspection across state and federally funded transportation infrastructure projects. Under Contract 59A1185, the scope includes comprehensive QA and source inspection services encompassing shop drawing reviews, fabrication inspection, and material compliance verification prior to site delivery.

Enterris serves as a key consultant on this contract, providing METS Representatives (MRs), Steel Inspectors, and Precast Concrete Inspectors on behalf of the METS Office of Quality Assurance and Source Inspection (OQASI) in Southern California. Our team supports Caltrans Resident Engineers and Structure Representatives during pre-construction and pre-activity meetings involving welding, precast concrete, and structural steel coatings. We also conduct technical reviews of concrete mix designs, shop drawings, welding procedure specifications, and contractor quality control plans. Enterris facilitates coordination across multiple Caltrans units, including the Office of Central Laboratory (OCL), the Office of Materials Management and Independent Assurance (OMMIA), and various OQASI branches. Our expertise includes facility audits, DIME system training, participation in technical committees, and oversight of the Job Mix Formula (JMF), Aggregate Prequalification Program, and the Material Plan Quality Program (MPQP). We also support the Independent Assurance Program (IAP), lead outreach presentations to stakeholders, and develop training modules and presentations for METS Academy to enhance staff development. Through this role, Enterris ensures consistent, compliant, and technically sound materials QA in support of Caltrans’ statewide infrastructure objectives.

Inglewood Transit Connector

OCTA I-405 Improvement
